A minimum of 64 people were killed in a law enforcement action against the organized crime group in the Brazilian city's north zone - the largest and deadliest raid in the area's past.

Four security agents were among those killed during Operation Containment in the communities of Alemão and Penha, government representatives said. In excess of 80 people were arrested.

Fierce clashes erupted when about 2,500 security personnel initiated the operation on Tuesday morning. The Comando Vermelho responded with gunfire, burning barricades and launching explosives via unmanned aircraft, police representatives said.

The UN Human Rights Office expressed being "appalled" by the security action, calling for "swift and comprehensive examinations".
